Interesting story. May I ask in which country is it?
There might be several reasons, either coverage holes or maybe hard steering by your home network, or maybe anti-steering by visited network... I'd be happy to know more...

Sounds a bit too complicated to me. 2 sim cards? I think the phone companies need to be a bit more lenient on this sort of thing.
